Manafwa Chairperson Kigai Embroiled in Forgery Scandal Over Municipality Prioritization"

Manafwa District LCV Chairperson Kosea Kigai is facing backlash from councilors who are accusing him of forging a letter requesting the prioritization of the creation of Butiru municipality over Bubulo, which was passed by the council.


Last week, the Ministry of Local Government published a list of 26 proposed municipalities that are set to be approved before the 2026 general elections. Both Bubulo municipality in Manafwa district and Sironko municipality in Sironko were included in the list for the Bugisu region.

John Wangolo, the Buweswa Sub County LC V Councilor, says that the LCV chairperson and a few district executives met last week and decided to send a letter to the ministry without including Bubulo, which had been officially passed in 2018. He emphasized that in 2018, the Manafwa district council approved the creation of two new administrative units: Butiru constituency and Bubulo municipality.

Wangolo noted that while the government approved Butiru constituency in 2020, Bubulo municipality was not granted, but it is expected to be considered in the upcoming election cycle in 2026. Rex Wangolo, an opinion leader in Manafwa, expressed the community's demand for the LCV chairperson to retract the letter and seek forgiveness from residents and councilors. 

In response, Kigai dismissed the allegations, stating that he had no intention of undermining the establishment of Bubulo municipality. He explained that before the creation of Namisindwa in 2018, district leaders had proposed the creation of Lwakhakha and Butiru municipalities.

Kigai clarified that after seeing Bubulo featured in media reports as a potential municipality, the district leaders felt compelled to remind the Ministry of Local Government about Butiru and Lwakhakha, asserting that their actions were not meant to jeopardize Bubulo’s chances.
